Criminals and Punishment

All criminals should be required to work.  They should do the jobs that Americans don't want to do.

Some of the jobs they could do:

  1. Pick the crops so we don't need as many foreign workers.
  2. Clean up the highways.
  3. Make our clothes instead of having other countries do it in their low-paying sweat shops.

We should make a collar that is placed around their neck.  This collar will be practically impossible to remove with normal tools.  It will have a GPS system.  It will have a camera with audio and visual covering 360 degrees.  It will have the capability of delivering shocks of sufficient magnitude to totally incapacitate a person.

The collared workers won't work as hard as present workers, so the employer can't be expected to pay as much as they presently pay.

We should charge the employers about 50 to 60% of the minimum wage, and give the convicts 50% of that.  The other 50% will go to the government to pay for implementing the program.

Everyone wins; the employer will have legal labor, the convicts will have honest work with relatively good pay, considering what they get doing prison work, the consumer will have some relief in the cost of food, and we will create another industry and provide more jobs for Americans.
